1. Seven national ministries and commissions have issued the "Administrative Measures for Pollution Control of Electronic Information Products" on February 28, 2006, setting similar RoHS directives for lead and cadmium toxic substances. This document jointly issued by seven ministries and commissions including the Ministry of Information Products will be implemented on March 1, 2007;

2. The national toy safety technical specification limits the migratable elements in toy materials, and the lead is 90 mg/kg;

3. The safety evaluation standard for drinking water distribution equipment and protective materials, in which the limit of heavy metals has been greatly revised: the lead leaching amount is 200 times lower than or equal to 0.005mg/L; In 2004, the Ministry of Construction announced that UPVC pipes used nationwide must be non-lead salt stabilizers, while the new standard GB/T10002.1, which has been implemented since August 1, 2006, indicate that PVC pipes for drinking water must be "non-lead salt stabilizer production": the national standard GB21550-2008 "limit of harmful substances in polyvinyl chloride artificial leather" came into effect on March 1, 2009, limiting the soluble lead content in artificial leather to be no more than 90 mg/kg and the soluble cadmium content to be no more than 75 mg/kg.

It is undeniable that Western industrial countries have formulated regulations and promulgated these policies because they are technically mature and economically affordable. The market share pursued by Chinese companies is the public use and use value of products. Therefore, they have failed to deal with the development and application of alternative products, which has led to the further increase in environmental protection pressure and the serious deterioration of the export situation. Today, most companies are helpless, production and operation are in trouble. Therefore, when we once again regard the above-mentioned environmental protection laws and regulations, laws and the current use of stabilizers in China, our auxiliary production and plastic products processing industry should have long-term effective planning, reduce or give up the production and use of lead and cadmium heavy metal stabilizers, and use more mature and environmentally friendly stabilizers instead.
